Civil Support Enhanced Responsiveness (CSER)

CSER is a congressionally funded program for the Florida National Guard to enhance their Defense Support to Civil Authorities (DSCA) mission during disasters. CSER is integrating technologies that will allow the tracking of vehicles and personnel when operating in areas where normal communications infrastructure is damaged. Additionally, technologies are being developed to collect and report data on emergency supply commodities being distributed to the citizens of the state during the disasters. Both the tracking information and commodity data are transmitted through program provided communications to the Joint Operations Center in St Augustine, Florida where it is integrated and displayed to enhance the situational awareness. The tracking and commodity information is stored so that it can be easily forwarded and shared at multiple locations simultaneously for collaborative decision making. The design leverages commercial capabilities and, as such, eases the path to sharing the information generated with other state, local, Federal and DoD activities without the restrictions inherent in purely military systems.
